Todd Leiss ’82, Community Service
Todd is the founder of TIM Heroes, Inc., a 501(c)3 non-profit organization with a mission to provide outreach material, resources, and training related to traffic incident management (TIM) to the public, schools, motorists, and emergency responders. The organization will also work closely with similar non-profits and organizations to support their missions. The main objective of TIM Heroes is to raise awareness about the importance of roadway safety and provide funding for training related to this issue.
Todd joined Jacobs Engineering as a traffic incident management specialist after retiring from the Pennsylvania Turnpike Commission in 2023. He also serves as the Deputy Director of Training at the Emergency Responder Safety Institute.
Todd received numerous awards for his work in traffic incident management and public safety communication. In 2023, he was honored as the 2023 Pennsylvania Turnpike “Turnpiker” Employee of the Year. In 2022, he received the Mrs. Smith Award for Traffic Incident Management and Responder Safety from the South-Central Task Force at the Homeland Security Conference. In addition, Todd received the Joseph W. Bukowski Memorial Award for Outstanding Efforts in Highway Safety, issued by Cumberland Valley Volunteer Fireman’s Association in August 2019; the 2018 ITS-PA Person of the Year, and the 2019 and 2023 ITS-PA Project of the Year issued by Intelligent Transportation Systems – Pennsylvania.
Todd earned a certificate in public safety communications from Jacksonville State University. He is certified as a master traffic incident management (TIM) instructor and a public safety telecommunicator instructor by APCO International, the world’s oldest and largest organization of public safety communications professionals.
